The short answer
Biossance does not state a copper peptide concentration. We searched the full page source for every percentage figure on it. None of them attach to the copper peptide. The words "concentration" and "potency" do not appear. Copper Tripeptide appears three times, never with a number.

What 7th of 32 tells you
Ingredients are listed by descending weight down to 1%, below which the order is arbitrary. Seventh position puts the copper peptide in the upper portion of the formula, which rules out a pure trace inclusion.
It does not give you a number. Anything at or under 1% can sit anywhere, so 7th is compatible with a wide range of actual concentrations. It is a ceiling and a floor, not a measurement.
The context that matters here
This is not marketed primarily as a copper peptide serum. It is a squalane serum with a copper peptide in it, and the name says so honestly. Biossance's identity is built on squalane, and judging it purely on copper peptide disclosure is a bit like judging a moisturiser on its SPF.
That said, if you came looking specifically for a copper peptide product, the thing you want to know is not stated, and no ingredient database carries it either. We checked.
